If you do not have a driver’s license from California or another state, you apply for an instruction permit first. The handbook lists what the DMV needs from you.
For everyone
- A completed Driver’s License & ID Card Application.
- Proof of identity, two proofs of California residency, a legal full name document if the name on your identity document and application do not match, and your social security number. The DMV notes that exceptions may apply, and the current list of acceptable documents is at dmv.ca.gov/realid.
- A non-refundable application fee.
- The knowledge test, passed.
- A vision test, passed.
Under 18
- Be at least 15½ years old.
- Complete a driver education program.
- Have a parent or guardian sign the application and accept financial responsibility. With joint custody, both sign.
- The permit is not valid for driving until you start behind-the-wheel training with an instructor who validates it.
From permit to license, under 18
- Be at least 16.
- Hold the permit for at least six months, or turn 18.
- Prove you completed both driver education and driver training.
- Practise at least 50 hours with a California-licensed driver who is at least 25, ten of those hours at night.
The first license is provisional. For the first 12 months you cannot drive between 11 p.m. and 5 a.m., and you cannot carry passengers under 20 unless a parent, guardian or another licensed driver of 25 or older rides along. The handbook lists the exceptions: medical need, school, work and driving an immediate family member, each with a signed note.
